【摘要】 根据公共财政体制和世界贸易组织《农业协议》中“绿箱”政策的要求,财政支农支出应该用财政对农业投资来代替。在对中国政府财政对农业投资的基本理论进行阐析后,针对传统经济体制下财政对农业投资的种种不规范之处,提出了优化财政对农业投资行为的对策措施,即必须遵循合理的原则,确定正确的投资目标,制定合理的投资重点领域,切实转变财政对农业投资的职能,加强财政对农业投资效益的评估。更多还原

【Abstract】 According to the public financial system and the request of the policy of "green case" in World Trade Organization’s Agricultural Agreement, fiscal support expenditure in agriculture should be replaced with fiscal investment in agriculture.
