【摘要】 改革开放 2 0多年来 ,地方政府是中国农村土地制度的重要创新主体。对地方政府在制度变革中的行为分析表明 ,地方政府具有及时发现制度创新需求、有效配置资源、降低制度变革成本的优势 ,但也存在一些缺陷。在今后的农村土地产权制度创新中 ,完善地方政府的制度创新行为将成为关键。更多还原
