【Abstract】 As the progress of urbanization is speeding up, as well as great changes in social structure are taking place, a large number of surplus labors lived in rural areas flock into the cities. Thus, taking many factors into account, being in arrears of the wage due to the peasant workers has been a social disease, which had hardly been cured in our society. By essence, only by making joint efforts that the government, society, and individual are all involved, can it be treated.
