【摘要】 天然林保护实际上就是个人理性和集体理性冲突的一个具体体现,在天然林保护工程政策的制定过程体现了中央与地方、政府与企业不断博弈的过程。天保工程现存的一些问题,实际上也说明了博弈过程中规则的缺陷和不足。必须从增加国家投资,理顺国家投资渠道,稳定资金来源,改革体制结构,发展后续产业等几方面加以改进,以保障现有成果,实现天然林保护工程的持续发展。更多还原

【Abstract】 The impact between personality and collectivity in the protection of nature forest is very clear. The institutions of NFPP are the results of playing games between central and local government, between government and enterprises. There is deficiency in current polices in NFPP. Increasing investment, stabling the source of financing, changing the structure of economics, and boost non-timber forestry are good ways to implement NFPP, so as to improve and realize sustainable development.更多还原
