【Abstract】 The government moved large quantities of population to Gansu in Qin Dynasty. The motives of which were to safeguard border areas open up wasteland. Immigrants came as either outlaws, soldiers, or as appointed government officials. There were a lot of residential areas within the territory of Gansu.
