【摘要】 一级行政区划的调整将成为我国行政区划改革的重点。本文基于行政区划的历史沿革与国内外对比,分析了我国一级区划调整的必要性与意义;借鉴行政区划原则与国际经验,确定未来我国一级区划的数目应增至接近50为宜;重点讨论了作为一级区划调整主要途径的小省区划分与增设直辖市,不仅分析了二者调整改革的基础条件,而且做出了较明确的区域落实,具一定的现实指导意义。更多还原

【Abstract】 Based on the history and a comparison of the Chinese and Western practices in the first-level administration area distribution, the present paper analyses the necessity and significance of the adjustment, and points out that, considering the practices of the west, China needs to have about 50 administration areas, and that the way of achieving this lies in the establishment of smaller provinces and increase of central goverment-controlled cities.更多还原
