【摘要】 本文从熵理论出发,把我国高新区作为一个系统,通过引入Theil不均衡指数,在高新区发展水平不均衡的定量评价上进行了有益的探索。评价结果显示,在最初几年,我国各高新区间发展水平的不平衡有较大改善,但从1998年开始,不平衡度又逐渐增加。针对这一现实问题,本文结合国外经验,就高新区的“二次创业”发展提出了一些建设性意见。更多还原

【Abstract】 Based on the theory of entropy, we introduced the Theil Index into the system of China’s High-Tech Development Zones, which is a beneficial probe in the quantitative evaluation of the inequality development of the Zones. The result shows that in the beginning, the diversity between Zones was shrinking but since 1998, the inequality is increasing gradually. To solve the problem, the paper brings forward some constructive suggestions for the Second-Time Pioneering of the Zones.更多还原
