【摘要】 把人工降雨问题归入气象法的调整范围不是很恰当,不能解决涉及人工降雨的许多重要问题。现行法律对涉及人工降雨整个过程的任何行动和考虑的利益均是从行政管理的角度考察,对所有违法行为都只考虑以行政处罚作为保障,并不涉及相关主体的民事利益。笔者认为这偏离了对人工降雨问题进行法律规制的重点和本质,相关利益的协调应当作为重点予以充分、慎重的考虑。更多还原

【Abstract】 It is inappropriate to include the problems of artificial rainfall in the adjustment scope of the law of meteorology,which can not solve many important problems concerning artificial rainfall.The existing law takes any action and interest related to artificial rainfall into consideration from the angle of administration,takes administrative punishment as the security to all of the main body.The author thinks it drifts off the important points and essence on the problems of artificial rainfall stipulated by the legal requlations and rules,the coordination in regard to the interest should be fully and carefully considered.更多还原
