【摘要】 我国现行“以县为主”的农村义务教育投资体制是由“以乡镇为主”的模式发展而来的。“以县为主”的投资体制相比以前有了较大的进步,但是也存在一定的问题,如教师工资不能兑现,教师收入水平存在较大差异,基本办学条件无法保障等。造成这些问题的原因是多方面的,如对教育的财政支出总量不足,支出的分配结构不合理,农村义务教育的转移支付不规范等。针对这些问题,提出一些改革现行义务教育投资体制的意见和建议。更多还原

【Abstract】 The current rural compulsory education investment structure that “relied mainly on county” in our country developed from the mode of “relying mainly on villages and towns”.The investment structure of “relying mainly on countymade greater progress than before,but still have some problems,such as teacher’s salary can’t be cashed,teacher’s income level has greater differences,the basic condition for running a school can not be ensured etc..Reasons to cause these questions are in many aspects,e.g.the insufficient total amount to the expenditure of education,the distribution structure of the expenditure is unreasonable,the transfer payment of rural compulsory education is nonstandard,etc..To these questions,this paper puts forward some opinions and suggestions to reform the current compulsory education investment structure of some reforms.更多还原
