【Abstract】 It is an effective way to improve management level by constructing an IS based on Internet to support the whole process of provincialscience and technology foundation projects management entirely. The paper analyzes the characteristics of IS based on Internet and the changes ofprovincial management of science and technology foundation projects resulting from Internet firstly. Then according to the practice of a provincescience and technology foundation projects management, it proposes an architecture of a provincial science and technology foundation projectsmanagement system based on Internet.
