It is the requirement of teaching quality guarantee to enhance the management and innovation of the distance teaching process. Distance educators should be guided by the theory of communication and construct a new theory of teaching process, in order to optimize the whole process of teaching; be guided by the theory of individual teaching, in order to maximize the potential of students’ individual development. We must take the opportunity of mode transformation and find a new mode for the development of the teaching of modern distance higher education. Any innovation must eventually base on the principle of high quality education.
