In this paper, we introduce the establishment of the foundational control network in Nanjing and the course of getting the 3-dimensional coordinates by the RTK of GPS in real-time and quickly. The network is established by the technique of precise leveling surveying and GPS positioning technique. Then we analyze and discuss the problems of the process. At last, we present the corresponding methods.
