【Abstract】 Management culture involves the total of material and spiritual achievement, which is commonly created, maintained and developed in management activities by human beings. It includes four levels, say, mater level, institutional level, spiritual level and psychological level. Management culture evolves cyclically and gradually from material level to psychological level, and from superficial and inferior level to deep and senior level.
