【Abstract】 The issuing and implementation of “Law of Promoting Non-governmental Education” indicates the great breakthrough in legislation made in non-governmental education and provides good policy environment for its rapid development. But in spite of its importance in training local talents for economic development, it diminished instead of flourished.
