【Abstract】 With the scientific philosophy method, this article reviews the development law of urban planning theory on the basis of its historical development trend. On the noumenon level, urban planning represents object expanding and purpose convergence. On the scientific level, urban planning gets development through pervasion and separation with other relative studies.On the technical level, urban planning tends to be historical, social, process, scientific and theoretical.
