【Abstract】 The deadlock of cutting apart the urban and rural areas is based on the administrative system that the urban and rural areas are divided and ruled respectively, the strategy that industry and city have priority over their counterparts, and is maintained by a series of compulsory policies. The situation has influenced the developmental coordination of the urban and rural areas and the sustainable development of the overall social economy. It is extremely urgent to break the deadlock that cuts apart the urban and rural areas.
