【Abstract】 Abundance of social capital in a region is one of constantly implied conditions under which the clusters come into being.Social capital was usually supposed to be advantageous to the development of regional economy at home.Social capital may give different effects to the development of regional economy due to its different peculiarities.Social capital within small domain of county is characterized by too much persons or groups receiving preferential treatment.This characteristic shows dual effect on emergence and development of industry clusters.Correct handling of this duality is the basis for the success of the policy of industry clusters in the domain of county.更多还原
