【摘要】 社区治理是政府与社区组织、社区公民共同管理社区公共事务的活动。治理的最佳状态是实现善治。在善治的构成要素中,法治是实现善治的基本条件。在立法方面,我国的社区治理已具备一定的法律基础,但是相关法律仍具有滞后性、缺乏系统性、缺乏效力等缺陷。在依法行政方面,我国在社区治理实践中也还存在一些诸如职责不清、偏离法制轨道等问题。更多还原

【Abstract】 Community governance means government and community organizations and citizens, administration of public affairs in community together. Good government is the best situation of governance. Law is the radical condition to realize good governance. There are definite law basis of community governance in our country, but some laws still lag and are lack of system and effect. There exist some problems about administration by law in community governance practice, such as the ambiguity of responsibilities and the deviation from law.更多还原
