【摘要】 随着我国城市化和工业化进程的加快,农村集体土地被大量征用,致使文化素质不高、劳动技能单一的农民在得到为数不多的征地补偿款后生存和生活都面临严峻的挑战。现行的失地农民补偿和安置措施存在诸如补偿标准低、分配不公平、安置不妥当等问题。解决失地农民的补偿和安置问题应采取积极措施,走一条“先保障、再补偿、培训就业”的新路子更多还原

【Abstract】 Along with the acceleration of industrialization and modernization process in China, a lot of collective lands in countryside were exquisite. While, lots of farmers who are low-level on literature quality and technology are facing with serious challenge after being given a little compensation. Many problems exist in the present methods of compensation and arrangement for lost-land farmers. For example, the criterion of compensation is too low, the method of distribution is unfair, the arrangement for farmers is not appropriate and so on.
