【Abstract】 Business Process Outsourcing (BPO),as a new type of the international industry shifting is playing an important role. Though China absorbs a lot of international manufacturing shifting, it is still at the starting stage in the international BPO market. This paper begins with the analysis of the international surrounding of BPO, analyzes the factors that block up the development of China’s BPO.
