基层医院护理人力资源合理使用的临床研究

【摘要】 目的通过科学、合理利用护理人力资源,提高护理工作效率和工作质量,降低护理成本。方法科学测算护理工时,对护士综合素质进行考核并将护士优化组合,进行科学排班,对不合理的护理流程进行调整,从而在护理人力资源使用上达到合理定编、定岗、科学管理的格局。结果改革后护理质量有明显提高,各项护理服务指标(基础护理、一级护理合格率,健康教育实施率,护理程序应用率,心理护理实施率),差异有统计学意义(P<0.05)。病人对护士的满意率由原来的85%提高到95%,经2检验,差异有统计学意义(2=8.4,P<0.05)。改革前后护士的工作满意度经配对t检验,二者差异有统计学意义(P<0.05)。结论在基层医院科学测定护理工时配置护士,并进行优化组合,改进护理工作流程,采取能力建设与激励机制并行的管理方法,是目前基层医院克服护士素质低、学历层次低给工作带来的困难,改善护士编制与护理要求不相适应状况的有效办法。

【Abstract】 Objective To improve the quality and efficiency of nursing service,and reduce nursing cost by studying on the reasonable and scientific methods of nursing human resource utilization.Methods The scientific methods of human resource utilization was applied based on the precisely measured nursing man-hour,optimized compounding of nurses,and adjustment of nursing flow.Results Compared with the situation of pre-reform,the quality of nursing service was significantly improved in the following variables of nursing service,such as the qualifying rate of basic nursing and first level nursing,the rate of implementing health education,nursing process,and psychological nursing (P<0.05).Patients’ satisfactory rate toward nurses’ work was increased from 85% to 95% (P<0.05).Nurses’ job satisfaction was also significantly improved (P<0.05).Conclusions It was effective to apply the scientific methods in nursing human resource management,such as allocating nurses based on the measurement of nursing man-hour,optimizing compounding of nurses,changing nursing flow,and utilizing motivation mechanism,to overcome the problem of low quality and low educational level of nurses,and to relieve the problem of nurse shortage in the primary level hospital.
