【摘要】 行政执法体现人文关怀是法治的必然要求。然而我国目前行政法治水平不高的现状决定了行政执法中人文关怀程度不够。如何把人文关怀渗透于行政执法的每一个领域,使尊重生命、关爱生命成为行政执法追求的基本价值之一,就成为实践界和学理界共同追求的目标。文章在论证行政执法要体现人文关怀的理论依据和法律依据的基础上,结合我国现实行政执法中的人文关怀的进步与不足,从观念创新和制度构建两个方面对行政执法全面体现人文关怀作了深层次的探索。更多还原

【Abstract】 It is a natural request that when the administrative law is implemented humane care should be demonstrated.But due to present constraints in the implementation of the law in China,the humane care is far from satisfactory.Therefore how to best demonstrate the humane care throughout our work has become one of the basic values we must pursuit in order to respect life and love life.And that is also the common target for both theoretical circles and practical circles to strive for.Based on evidence of necessary humane care and the support of law the article points out both the progress and weaknesses in the said work and explores the issue in an all-round way from two aspects: innovative thinking and system construction.更多还原
