【摘要】 西电东送是解决我国能源空间产销不平衡的重要途径,也是改善东西部地区环境质量的重要手段之一。云贵在自身环境容量、环保投入有限的双重约束下,力图通过西电东送实现区域经济可持续发展,必须全面认识西电东送产生的正反两方面的环境效应。并且辅以相应的区际利益分配机制,合理补偿西电输出区的环境损失,实现西电东送的战略目标。更多还原

【Abstract】 West-east power transmission project,which is a cross regional and strategically project for 21st century,can effectively solve the imbalance between the supply of energy in the west part of China and the energy demand in the east part of China,improve the environmental quality for both the output regions and the input regions.With the restrict of the environmental capacity and environmental protection investment in Yunnan and Guizhou province,the positive and negative effects relating to West-east power transmission project should take into account.Feasible countermeasures should be put forward based on sustainable development theory and regional harmony development to compensate the loss of environment so as to fulfill the strategically goal of West-east power transmission project.更多还原
