【Abstract】 <Abstrcat> With the WTO rules in full operation, the technological status is far from advantageous of the private businesses of Hebei Province. This is due to their late start-out, lack of sufficient investment in technology, low yield of technological products, and shallow potentials of technology. All this has become the fatal vulnerability in hindering the businesses from making progress.
