【摘要】 我国卫生总费用的绝对数每年都在上升。但政府预算的公共卫生支出所占比重却逐年减少,卫生总费用的增加主要是由于居民个人卫生支出增加所致。公共卫生支出占我国财政支出及GDP的比重较低,与其他国家相比有较大差距。我国的医疗卫生服务缺少公平性,卫生资源利用效率也比较低下。必须从医疗卫生服务产品的特殊性质出发,正确处理政府机制与市场机制在医疗卫生事业发展中的责任,转换财政支持医疗卫生事业的资金投入机制,加强政府对农村医疗卫生领域的支持力度。更多还原

【Abstract】 The total hygienic expense of our country is increasing every year, mainly due to the increase of the citizen’s individual hygienic expenditure. however, the weight of governmental budget on public hygienic expenditure is decreasing. Also, the weight of public hygienic expenditure on the country’s financial expenditure and GDP is relatively small compared to other countries’. At the same time, the service of hygiene among people lacks equity, and the efficiency of using hygienic resources is relatively low. We must correctly deal with the relation between governmental mechanism and marketable mechanism in the development of medical hygiene according to character of medical hygienic products, change lease-lend mechanism to medical hygienic department in public finance, strengthen governmental support to medical hygiene in the country.更多还原
