【Abstract】 What system and model of foreign trade policy a nation would choose is vital to the development of economics. The Party transferred her focal point of work from in the country to in the city during the time of the Central Committee of CPC in Xibaipo. The time is also the greatest historical turn in which the Party turned the New Democratic Revolution into the Socialist Revolution and Construction . In the course of constructing various systems for the coming new nation ,the Party established the system of foreign trade run by the government .
