【摘要】 体育法是新中国成立以来的第一部体育部门的基本法,这部法律在全面总结40多年来我国体育事业发展和体育管理体制等方面的成功经验和存在问题的基础上,以坚持党的基本路线,适应社会主义市场经济体制的基本要求,符合现代体育运动基本规律,体现体育改革基本成果为指导思想,第一次以国家立法的形式,阐述了国家发展体育事业的基本态度;提出了体育工作的方针、任务、基本原则和重大措施;确立了群众体育的基础地位;明确了各级人民政府、体育行政部门、社会各行业系统、企事业组织、群众性体育团体和公民个人在参与体育活动和发展体育事业中的权利、责任和业务。可以说,体育法的颁布,对促进我国体育事业持续、稳定健康发展具有重要的现实意义和深远的历史意义。更多还原

【Abstract】 Sports law is the first fundamental law of sports department after establishing our country.It roundly summaˉrized the successful experience and existing problems in the development and administration system of national sports during last more than forty years.It is framed basing on the basic policy of the communistic party.Not only did it acˉcord with the request of socialistic marketing economic system,but also evolutional rule of modern sports.It,firstly usˉing the mannet of national legislation,has expounded the basal attitude of our government in developing sports instructˉed by the production of sports reform,brougbt forward the policy,the task,the fundamental and important measures of sports work,established the function of mass sports,defined the right,the duty and the assignment of government system and all kinds of organizations and citizens in participating sports and developing sports.In a word,realizing of sports law made important actual and long-term sense for promoting sustaining and stable development of national sports.更多还原
