【摘要】 构建公平、合理的收入分配关系,是社会主义和谐社会的重要内容。在社会主义市场经济条件下,效率与公平之间相互依赖、相互促进,但也存在着相互矛盾。“效率优先,兼顾公平”的原则,调动了劳动者和不同要素所有者的积极性,加快了经济发展的步伐。但强调效率优先,并不意味着兼顾公平无足轻重,如果片面追求效率而忽视公平,就可能出现收入差距过大,产生贫富悬殊、两极分化,导致劳动者和公众积极性严重挫伤,严重影响社会主义和谐社会的构建。当前,国家除了进一步加强再分配领域的公平调节外,还应重视初次分配领域中的公平问题。更多还原

【Abstract】 The establishment of the fair and reasonable relation between income and distribution is the important content of the harmonious socialist society. Efficiency and fairness depends on and promotes to each other as well as their mutual contradiction under the marketing economy of socialism .The principle of “efficiency prier to fairness” arouses the enthusiasm of the laborers and possessors of other elements, quicken the developing speed of economy. However, the stress on efficiency priority doesn’t necessarily mean that fairness gets no importance. One-sided stress on efficiency may widen the gap of incomes, result in the polarization, severely dampen the enthusiasm of the laborers and the public, and affect the establishment of the harmonious socialist society. At present, the central government should also stress on the fairness issues in the first-distribution field as well as the further enhancement of fair regulation in the second-distribution field.更多还原
