【摘要】 国家投资体制改革的深入进行和《中央企业固定资产投资项目后评价工作指南》的出台,使我国建设项目的后评价工作日益受到重视,但是后评价工作对很多单位、个人还是比较新的概念。基于国内外后评价工作的发展历程和发展趋势,重点介绍了建设项目后评价的主要方法和工作程序,特别是结合实际介绍了中国石油建设项目后评价的工作程序。在中国石油全面推行建设项目后评价工作之际,希望能够引导各地区公司和相关单位提高对建设项目后评价的认识,了解掌握建设项目后评价的工作方法和工作程序,为公司实现项目全过程管理,提高投资决策水平和投资效益起到积极作用。更多还原

【Abstract】 The new reform in the national investment system, coupled withthe introduction of the Guide to Post Evaluation of Capital InvestmentProjects by Centrally Administered Businesses, brings to the forefrontthe post-evaluation of construction projects in China, a still new ideafor most businesses and individuals there. Based upon the trackrecords and trends of development of post evaluation at home andabroad, the paper highlights the major methods and procedures for thepost evaluation of construction projects, with particular attentionpaid to the procedure for post evaluation of petroleum developmentprojects in China. It intends to help the local companies and institutionsto better understand post evaluation and related methodologies andprocedures in order to emphasize it when upgrading their generalmanagement, when bettering their investment decision-making andwhen increasing their returns on investment.更多还原
