【Abstract】 Efficiency and fairness are two objectives in electricity reform. Efficiency is pursued in electric power markets, but fairness can not be lost. The following subjects should be researched. The first is how to design rules of fair competition to ensure high efficiency of power markets. The second is how to promote a higher level of fair competition after efficiency is raised. The above researches aimed at practice in electricity reform are discussed in this article.更多还原
