【摘要】 水权制度对水资源可持续利用具有显著的影响。基于产权经济学的理论 ,本文分析了西北地区现行水权制度中不利于水资源可持续利用的因素。结合西北地区水资源严重短缺的具体情况 ,从促进水资源可持续利用的角度 ,作者认为建立在公有水权基础上的可交易水权制度是西北地区水权制度创新的方向。提出了明确、清晰的界定水权、制定合理的水价和加强水资源市场管理等建议。更多还原

【Abstract】 Institution of water rights has s ignificant influence on sustainable utilization ofwater resources. Based on thetheories of economics of property rights,this paper analy ses disadvantageous factors contained in currentwater rights system. From the visual angleof sustainable utilization of water resources, the authors indicate that tradable water rights based on the public ownership is the direction of innovation ofwater rights in northwest China and put f orward some suggestions about innovation ofwater rights system which inc lude sdefining specificand clear water rights, establishing soun d water prices and enhancingmanagement of water resources markets.更多还原
