【Abstract】 It is one of the important strategies made by the Central Committee of the Communist Party of China and Mao Zedong to transform the privately owned Qi Xin Cement Limited Liability Company from capitalist private ownership into socialist public ownership and then to promote the socialist transformation of national capitalist industrial and commercial enterprises. With Mao Zedong’s kind attention, Qi Xin Cement Company smoothly realized joint state-private ownership in August, 1954, and took the socialist developmental road.
