【摘要】 新疆经济的发展带来了新疆城市化速度的加快,也给奎屯、乌苏与独山子提供了巨大的发展机遇,但行政区划的分割使这一地区的发展空间严重受限。区域生产要素的跨区域流动提出了区域体制创新的要求,而原有的城市重组局限于行政单元的重新组合划分或单纯提高行政级别,难以从根本上解决城市发展空间拓展问题。从行政区划的基本理论出发,通过对城市重组进行了内涵和外延更广的界定,并提出了城市重组的目的和方式。在此基础上对该地区在发展中存在的主要问题进行了分析,在该区及其附近区域相互作用强度的分析基础上提出了对其进行城市重组的具体策略。更多还原

【Abstract】 At present , the adjustment of administrative division has been always restricted by fresh combinationof administrative unit,or heightening the level of administration merely, and all these mentioned above aredifficult to resolve the problem of expand space of the city. The paper start with the basis theory of administrativedivision, defined the “city recombination” as: city recombination means an adjustment method of achievingincorporate development of region economy when city developed to a certain extent by adjusting administrativedivision, to resolve the district division of adjacent cities, to eliminate administrative obstacle in the citydevelopment, furthermore to realize the recombination of resources, city foundation establishment and so on. Atthe same time, it is advanced the aim of city recombination that by dividing the work and cooperate among cities,realize the collocate of resources in reason and the macrocosm programming of the development of economy, andregarded the adjustment of administrative division as the primary mode. With the rapid progress of economic inXinjiang, brought the enormous development opportunity to Kuytun, Usu and Dushanzi, make this area becomethe most vitality economic area in Northern Piedmont of Tianshan Mountains. Based on the theory above, takenKuytun,Usu and Dushanzi as example analyzed the main problem such as the negative effect of the administrativeobstacle, the restrict of the discrete action inside the region, fall short of using traffic advantage and the lack ofindustry contact inside the region, and so on, then put forward the strategy of city recombination after analyzingthe intensity of the inter-action among Kuytun,Usu and Dushanzi: merge Kuytun,Usu and Dushanzi into a seniorcity or merge into Karamay to heighten their administrative level; regard the industry as the dominant industry,agriculture as the foundation industry and energetically develop the tertiary industry. It must be a long time toadjustment the administrative division of this area, owning to consideration of this reason the paper suggested: thelocal government should establish a coordination organization to promote the economic development in this area,it can urge Kuytun, Usu and Dushanzi help each other in economic development. In the end, the paper also pointsout it is a long-term process for adjustment of administrative division of this area, so it can’t only depend on theadjustment of the administrative division to resolve the conflict between expand of city and administrativedivision, local governor and corporation must find all kinds means to resolve the problem which can counteractthe development of this area.更多还原
