【Abstract】 The article analyses the reasons for public crises and their features through studies of cases concerning public health crises and paroxysmal disasters and of challenges faced by the government and experiences obtained and proposes that an early warning system of government management of crises be built while facing public crises, a quick response system be built, the whole society be mobilized to take part in the rescue action, communication be improved and the legal system on public crises be strengthened.更多还原
