【Abstract】 Xu Zhixin’s article confirms the practical and historical significance of "controll able democracy" as a social management mode formed under Russian conditions of state development. It describes the mode as an abstract confirmation of democracy and concrete negation of it, forming a whole set of political ruses featuring the control of democracy with the purpose of unifying relative internal concentr ation of power with external form of democracy. On the other hand, the article contends, "controllable democracy" is a highly rigid structure, whose functions will definitely assert themselves along specific lines--the completion of la rge-scale social transformation within a very short span of time.
