【摘要】 基本农田保护是关系到我国国民经济和社会可持续发展的全局性战略问题,完善的基本农田保护制度对于我国粮食安全具有重要作用。因此,在分析基本农田含义、现行基本农田保护制度体系、耕地面积变化及相关因素的基础上,构建我国耕地面积变化基本农田制度驱动模型,并据此分析了1984-2003年期间我国基本农田保护的运行效果,从整体完善基本农田保护制度的角度,提出了相关的建议。更多还原

【Abstract】 Primary cultivated land protection,which has a close relationship with national economy and sustainable social development of our country,is a strategic task of overall significance. So the perfect primary cultivated land protection system has great influence on the security of grain in our country. On the basis of analyzing the meaning of primary cultivated land,the setup of current primary cultivated land protection system,the change of cultivated land area and its concerned factors,this paper establishes a driving model about the change of cultivated land area and primary cultivated land system. Moreover, according to this model, the paper analyses the operational effect of primary cultivated land protection during 1984-2003 in China. It discovers that the implementation of protection system since 1986 has protected 10～16% of cultivated land in those years,while its implementation since 1996 has protected 4-9% of cultivated land in those years, which indicates that our country’s primary cultivated land protection is not perfect. Therefore,from the perspective of improving the primary cultivated land protection system, this paper provides relevant suggestions.更多还原
