【Abstract】 To govern the state by law must begin at governing the state by constitution. To govern the rural area by law must begin at by constitution. The prerequisite to realize the rural area governed by constitution is to propaganda constitution and foster farmers constitution consciousness with standardized constitution education, the backup force is to construct system that safeguard legal rights and interests of farmers.
