双边交易模式下阻塞成本的快速分配
FAST ALLOCATION OF CONGESTION RELIEF COST IN BILATERAL TRANSACTION FRAMEWORK
【摘要】 在电力市场环境下,输电网开放增加了系统阻塞的可能性。尤其是双边交易的大量出现,给系统调度及阻塞管理带来了困难。如何有效地消除阻塞并实现阻塞成本的快速分配成为研究的重要内容之一。作者提出了系统阻塞成本对双边交易功率的灵敏度的概念,并将灵敏度用解析表达,通过灵敏度与交易功率的乘积可方便地确定双边交易的阻塞成本,其计算速度与双边交易的数量及阻塞线路的数量无关。此外,通过在即时信息系统中发布灵敏度,可以使市场参与者及时了解系统运行状况,及时调整下一步的交易计划,有利于系统的短期优化运行。
【Abstract】 Under a deregulated environment transmission open access increases the possibility of appearing system congestion. Especially, a large number of bilateral transactions bring difficulties system dispatching and handling congestion. How to effectively eliminate congestion and realize the fast allocation of congestion cost becomes one of the important research contents. Here, the sensitivity of power system congestion cost to bilateral transaction power is proposed and its analytical expression is given. Through the product of sensitivity and transaction power the congestion cost to bilateral transaction could be easily determined, and its calculation speed does not depend on the quantity of bilateral transactions and congested lines. Otherwise, by means of issuing the sensitivity in instantaneous information system, the market participants could know about the power system operating conditions in time and adjust next exchange plan correspondingly, so it would be favorable for optimal operation of power system in the short run.
