【Abstract】 There are some barries in implementing DSM. It should be solved through government guidance. It mainly includes that the government should promote demand side management by legislating, implementing incentive mechanism on DSM, generalizing government programs and reforming price mechanism. And DSM should be supervised and evaluated by the government in order to get further effects.更多还原
