【Abstract】 The coexistence of the national capital and the national enterprise, which destined the centralization of the property rights, should be abolished. The best way is to divide the state-owned capital into the community-owned capital, to achieve the private management of the public property by setting up the system of the capital and enterprise handlers, and to keep the non-private ownership character of the enterprise by limiting the share of a single private capital.
