【摘要】 失地农民问题是一个严重的社会问题和热点问题。分析了失地农民由于失去赖以生存的土地、当前征地工作中存在问题以及社会保障制度的不健全等原因,造成了失地农民存在着很大的社会风险,经济利益受损,社会保障权益缺失等诸多问题。提出了妥善解决这一问题的对策建议:应遵循分类逐步推进的原则,为失地农民建立社会保障制度,同时改革现行的土地征用制度,从而切实解决失地农民的社会保障问题。更多还原

【Abstract】 The fact that part of peasants have lost farmland has become a serious social issue or a hot spot in China. Discusses the reason why they lost the farmland they relied on for existence and the problems found in existing compensatory land confiscation. Analyzes the high-degree risk due to imperfect social security system in connection with the potential economic loss. Some policies are therefore suggested to take up on the issues as above with the intention of settling them properly. A social security system shall be set up especially for those peasants who have lost their previous farmland on a step-by-step basis in accordance to different cases. Meanwhile, the existing compensatory land confiscation system must be reformed effectively.更多还原
