【Abstract】 The paper briefly introduces the four stages during the developing history in Chicago. It also states the experience and measures at following aspects: making "centenary planning", building regional competitive superiority, balancing the industry structure properly, recovering the vitality of CBD, and constructing the character of water-front city.
