【摘要】 以农村工业发动、发展为主线,系统地分析了中西部地区小城镇发展与建设面临的困境和滞后的原因。分析表明,“路径依赖”的“累积因果”效应是产生农村工业和小城镇发展区域不平衡的根本原因;制度变迁改变了小城镇发展的外部环境,对中西部地区小城镇发展产生多方面负面影响;农村费税改革在短期内造成中西部地区小城镇建设停滞。更多还原

【Abstract】 Based on the development of rural in-dustries in the past 20 years, this paper explains thereasons of slow development of small towns in Mid-west China. Analysis shows that effect of path de-pendence is the root of the regional imbalance of towndevelopment and the problems in rural industries;institution transform has drastically changed the ex-terior environment of town development which causesnegative effects on town development; and fee andtax reform results in the stagnation of town construc-tion in a short term.更多还原
