【摘要】 国内目前的城市规划在对城市建设的引导和控制方面常常失效。一个重要的原因是城市规划缺乏对市场需求的认真研究,缺乏对实施路径的仔细考虑。城市规划只考虑终极蓝图的空间合理性显然是不够的。为此,笔者建议引入行动规划,并提出了在国内开展行动规划的思路和具体方法。建议将行动规划作为改进城市规划编制和实施的一种尝试,目的是提高城市规划的可实施性,改进城市规划对城市建设发展的引导和控制效果。更多还原

【Abstract】 Town planning often cannoteffectively directandcontrolurban developmentinChina, amain reason of which is the lack of careful studies on mar- ket demand and the lack of practical consideration aboutimplementationduring the preparationofplans. Itis grossly insufficientfor aplan to just focus on the ideals of spatial relationship. It is proposed in this paper that action plan be introduced to the Chinese town planning practice as an effort to improve the implementability of plans.
