【Abstract】 On the basis of analyzing the flood and drought and the characteristics, future developing situation as well as deficiency of the existing tactics for flood control and disaster absorption in Luoding City, the paper approaches in the follo-wing six aspects: to adjust the existing tactics of flood control, to adjust the property structure, to adjust industrial and agricultural structure system, to speed the construction of non-engineering measure system as well as to manage flood control and disaster absorption. The problem to be stated and the tactics to be put forward have the guiding meaning for flood control and disaster absorption in Luoding City, they also have a certain role for reference in other similar area.更多还原
