【Abstract】 After the reform notion of the state-owned assets possessed by hierarchical governments is confirmed, we should make sure four basic construction principles. Furthermore, whether we can deal well with the interest relationship between central government and local governments or not is judged by if the state-owned assets managerial system is reasonable. Based on the premiss of respecting the history and equity, the author raises division standard judged form the industry development trend of state-owned economy and the increment part and original part of state-owned assets.更多还原
