【摘要】 政府投资项目招标投标中的纵向串谋指的是招标人与投标人之一私下达成中标协议 ,然后通过虚假招标排斥其他投标人的行为。由于这种行为弱化了投标人之间的正当竞争 ,使政府投资项目通过招标以节约投资的目的不能实现 ,因此 ,其危害性很大。本文对这种串谋行为进行了经济学分析 ,在此基础上进行了防范该行为的机制设计。更多还原

【Abstract】 The vertical collusion in the bids of government-invested project is that the tenders and one of the bidders make an agreement of winning the bid in secret, then repel the other bidders through a false bid. The vertical collusion weaked the legitimate competition of the bidders, so the government-invested projects purpose of saving capital through bid cant be realized. The harmfulness is very grave. This article makes an economic analysis of the vertical collusion in the bids of the government-invested project, and makes a mechanism design of prevention it.更多还原
