【摘要】 针对自然垄断性产业、资源性产业和非资源性竞争产业的特点,分别提出了监管思路和政策建议。自然垄断性产业监管的重点是逐步打破垄断、培育适度有效的竞争、完善监管体制以及建立和完善相关法律法规体系。资源性行业监管重点是完善规制制度,强调执法能力以及协调处理宏观调控和规制的关系。非资源性竞争产业的监管重点是放松经济性规制,加强社会性规制,完善市场退出机制,加强执法及政府信息指导和服务职能。更多还原

【Abstract】 In terms of the characteristics of the natural monopoly industry, resource industry and non-resource competitive industry, this paper puts forward thoughts on supervision and policy suggestions separately. The focus of the supervision over natural monopoly industry is on breaking monopoly gradually, cultivating moderate and effective competition, perfecting supervising systems and establishing and perfecting related laws and regulations. The focus of the supervision over resource industry is on perfecting rules and regulations stressing law enforcement and coordinating and dealing with the relationship between macroscopic regulation and control and rules and regulations. The emphasis of the supervision over non-resource competitive industry is on loosing economic rules and regulations, strengthening social rules and regulations, perfecting market withdrawal mechanism, and strengthening the functions of government in information guidance and service.更多还原
