【Abstract】 The problem of "Black Whistle" has greatly restricted the healthy and positive development of the Chinese football and brought about the serious social damages. Drawing on the regulation and practice dealing with the corruptive behaviors such as "Black Whistle" in the context of the foreign countries, it is well recognized that such behaviors have accomplished the conditions of bribery crime according to the Chinese criminal law. In this context it is proposed that the National Football Association should improve the inner management system of the association, consummate the supervision system, strengthen the punishment of corruption, construct the new comprehensive and effective supervising system and disclose the system of judge to the public.更多还原
