【Abstract】 In 1917,JingZhao district and ZhiLi province suffered a serious flood. There were more than one hundred counties and several millions people affected by this flood. The government and Communities took a series of measures to aid refugees. It had alleviated people’s suffering, however,it also had some drawbacks in the process.更多还原
